# Licences of the original sources

This file records, for each country, the official publisher of BLUE_DB's election results
and the terms under which those results can be reused: the publisher's open licence where
it states one, and otherwise the legal status of official election results in that
country. Sources were checked individually in October 2026, on the publishers' own pages
(legal notice, terms of use, open-data page, or the licence field of the national open-data
portal) and in the official or WIPO Lex texts of the copyright and re-use laws.

This file documents the publishers' terms and the law as read. It is not legal advice.
The attributions these terms require are collected in [`ATTRIBUTION.md`](ATTRIBUTION.md).
Boundary files are documented in [`maps/README.md`](maps/README.md) and the library README.
European Parliament results come from the same publishers as national results.

## Summary

**Open licence** (13). The publisher licenses the results under an open licence.

AT, BG, CZ, DE, DK, EE, FR, IE, IM, IS, LU, NL, UK

**Re-use permitted** (11). The publisher permits reuse, usually with the source credited,
or the country's re-use or copyright law makes the results freely re-usable.

CH, CY, ES, GI, IT, LT, MT, SE, SM, TR, UA

**Official results outside copyright** (26). The country's copyright law excludes official
documents and acts, and in most cases facts, from protection.

AD, AL, AM, BA, BE, EL, FI, FO, GE, GL, HR, HU, LI, LV, MC, MD, ME, MK, NO, PL, PT, RO, RS, SI, SK, XK

**Re-use limited to research and non-commercial use** (2). The results are under States
copyright, and the publisher permits reproduction for research and private or
non-commercial use only. Any other reuse of the Guernsey and Jersey results needs the
publisher's permission.

GG, JE

These results are therefore not part of the CC BY 4.0 Zenodo record. They are kept in the
GitHub repository (`dist/elections/GG/`, `dist/elections/JE/` and the raw files in
`output/`), each folder with a `NOTICE.md` giving the publisher's terms; the libraries
fetch them on demand, and `elections/index.csv` marks them `distribution = external`.

Reuse of the Guernsey results outside research and private use is therefore not free and needs the permission of the States of Guernsey.

### Hungary (HU)
