# Supplementary European map sources

Administrative polygons are geography only. They must never be displayed as electoral constituencies, filled with a national winning party's colour, or assigned national totals as local results.

## Geography licences

- Azerbaijan and Russia: modified geoBoundaries gbOpen / OpenStreetMap geography. © OpenStreetMap contributors. The geographic database (SVG paths and original area identifiers) is available under the [Open Database License 1.0](https://opendatacommons.org/licenses/odbl/1-0/); individual database contents are under [DbCL 1.0](https://opendatacommons.org/licenses/dbcl/1-0/). Preserve attribution and share-alike database obligations. Original metadata/download links/hashes are included. Source vintages: Azerbaijan 2021, Russia 2017. Azerbaijan's two broad first-level areas are not its 125 electoral districts. Boundary depictions follow their dated source; no sovereignty determination is implied.
- Belarus: geoBoundaries administrative geography representing 2005, Creative Commons Attribution 3.0. Simplified and projected to SVG. These seven areas are not 2024 electoral districts. Original source and metadata are preserved in `notices/BLR-geoBoundaries-metadata.json`.
- Malta: geoBoundaries 2022 local council geography, public domain according to the preserved metadata; source listed as geoBoundaries / d-maps.com. These 68 areas are not 13 parliamentary electoral districts. No Malta Spatial Data Infrastructure map carrying a no-derivatives licence was redistributed or transformed here.
- Kazakhstan: OCHA HDX COD-AB regional geography via Alexander Rodionov's geokz 2024 layer, pinned commit `41c1a00454ec9e01bda031b5074920bd82de02ce`. Original HDX source: CC BY 3.0 IGO; geokz modifications: CC BY 4.0, with full licence preserved at `notices/geokz-LICENSE.md`. Source: <https://data.humdata.org/dataset/cod-ab-kaz>, <https://github.com/arodionoff/geokz>. Simplified and projected to SVG. These 20 reporting areas are not the 29 single-member electoral districts. The 2024 geography vintage is disclosed alongside 2023 regional party-list returns.

These independent geographic data licences are separate from IPU national totals and their licence.

## Election facts and rosters

- Kazakhstan: Central Election Commission final results, published 27 March 2023, <https://www.election.gov.kz/rus/news/releases/index.php?ID=8921>. All seven regional party-vote totals and the separately identified against-all ballot total reconcile to the nationwide statement. The separate 29-member elected constituency roster preserves official names; no party affiliation, boundary or local vote count is inferred for it.
- Azerbaijan 2024: APA native-language report of court certification, 21 September 2024, <https://apa.az/secki-2024/konstitusiya-mehkemesinin-iclasinda-parlament-seckilerinin-neticelerinin-tesdiq-olunmasina-baxilir-yenilenib-867539>. APA requires attribution and a source link when its information is used. Factual native names, constituency identifiers and party abbreviations are retained for all 125 source-declared elected members. Three party labels absent from the report remain null; votes and geometry are not invented. Official certification for all 125 districts is independently established by the [Constitutional Court decision](https://constcourt.gov.az/en/decision/1438).
- Azerbaijan current official Parliament directory was separately checked on 29 October 2026 at <https://meclis.gov.az/cat-dep.php?cat=51&lang=az>. Its 124 listed members were not substituted for the dated 125-name election roster.

No European live feed is active. Result dates and geometry source dates remain distinct.
